Microsoft Select Agreement
The GovGuam Microsoft Select Agreement allows all Government of Guam branches and agencies to acquire Microsoft products and licenses at reduced prices. The Government of Guam is currently under a Microsoft Select Level D agreement that is effective until June 30, 2010.
GovGuam Line Agencies or agencies that have vendor payments issued by the Department of Administration are automatically qualified. Other GovGuam branches or autonomous agencies that have their own procurement entities will need to fill out an enrollment form and credit application with the Microsoft Select Vendor. Please contact DOA Data Processing at 475-1229 for more information.

Procuring products under the GovGuam Microsoft Select Agreement
- Determine the price for the Microsoft product you wish to procure by referring to the MICROSOFT SELECT PRICE LISTING.
- Follow Requisition processing procedures.
- The requisition must indicate: Microsoft Select Agreement Purchase. Vendor: Softchoice Corporation Vendor #: S0098807 and Reference Agreement number 01S6H878 Agency contact name(s), telephone number(s) and email address (es).
- The Purchase order must indicate: Softchoice Corporation address: 16609 Collections Center Drive, Chicago, IL 60693 Telephone 775 523 5600 Vendor # S0098807. It is the responsibility of the procuring agency to mail out the purchase order to Softchoice Corporation at the above address.
- Softchoice Corporation will send an Invoice upon receipt of the Purchase Order. Payment to Softchoice Corporation must be made within 30 days of the agency receiving the Invoice.
- A copy of the Purchase Order and blank 800mg CD must be delivered to DOA Data Processing ATTN: MICROSOFT SELECT with the agency contact name, telephone numbers and email address of the individual. A scheduled date for pickup of the software and/or certificate of license etc. will be arranged. Depending on the product ordered, CD(s) will be made available between 1-3 business days.
- Agencies needing assistance for installation of products must contact the DOA Data Processing Help Desk at 475-1229 or send an email to microsoftselect@guam.gov to arrange for the installation of the software. Agencies with IT departments are authorized to receive the CD and install the software in their agency.
- It is the responsibility of the procuring agency to adhere to the Microsoft Licensing requirements and prevent the unauthorized use of the Microsoft software.

- What can I purchase under this agreement?
Most Microsoft products may be purchased under this agreement. Consumer products such as Microsoft Money, etc.and Microsoft Dynamics products are not included but are available at special prices for GovGuam employees.
- Do I still need to bundle the operating system (i.e. Windows XP, Windows Vista) when I purchase new computers?
Yes. The GovGuam Select agreement only covers operating system upgrades. All new computers must be purchased with the Windows operating system pre-installed from the computer vendor. However, you should purchase Microsoft Office and other Microsoft software using the Select agreement
- I have an old version of WIndows, can I purchase the latest version of Windows under the Select Agreement?
Yes. Operating system upgrades are included in the GovGuam Microsoft Select agreement.
- Should I bundle Microsoft Office or other non-operating system Microsoft software (i.e. SQL Server, Microsoft Project, etc)) when I purchase new computers?
No. All non-operating system purchases such as Microsoft Office, etc. should be purchased under the GovGuam Microsoft Select agreement.
- What should I do if the prices in the Select agreement are higher than the price offered by the vendor?
Generally, the prices under the GovGuam Select agreement are lower than the prices available elsewhere. However, in some instances, Microsoft or the computer vendor may have special offers or promotions that may offer products at prices lower than the prices in GovGuam’s Microsft Select Agreement. However, we recommend purchasing all products under the Microsoft Select Agreement where possible to take advantage of a number of benefits. For example, products purchased under the Microsoft Select Agreement are transferable in the event new computers are purchased..
- How do I purchase products under the GovGuam Microsoft Select Agreement?

- What are the payment terms under the GovGuam Microsoft Select Agreement?
All invoices are payable within 30 days.
- Does GSA still need to get three quotes?
No. The prices under the GovGuam Microsoft Select Agreement are fixed based on the Microsoft Select Level.
- Are GovGuam Employees entitled to discounts for personal use?
Yes. If your agency buys the optional software assurance plan with each software license, GovGuam employees are also entitled to use the software at home at a minimal cost. For more information please contact DOA Data Processing at 475-1229 or send your inquiries to microsoftselect@guam.gov.
